The reality was that the train was not needed indeed.
The problem of water was in the remoye location where railway cant reach.UP CM just asked the centre to provide tanker so they can transport water by road but center government sent jaldoot that was too empty and supposed to get filled at jhansi station.
Sending jaldoot to everywhere is not a solutio for water crisis.

I think for any district or nearest Railway Station, sending Jaldoot might be a good option because it can carry lots of water at once (as a nearest reservoir), which can fulfill the requirements of several small towns/villages by Tankers. Of-course Tankers are needed for this purpose, which is a responsibility of State government (CM is ruling the state, not PM). Bundelkhand is so dry this year, that people are quarreling for water in remote locations as well as in small towns and UP's CM is busy in Lucknow, Etawah, Varanasi and Azamgarh. He is having budget for useless "Saifai Mahotsav" but for useful tankers.
