I think it would be better to make legislation that if a person has to vote in any election, he would get at most 4 days of paid leave irrespective of where he works and this is mandatory for every employer to approve whether private or government. If they want proof that the employee voted or not, they can check for the ink mark and take necessary actions if he didn't. This would be better than other options, I think. The onus vote lies on the people, if they don't want to vote, no matter how easy you make it to vote, they won't and if they want to vote, they would.
