See most of the reorganization suggestion coming are due to incompetency of Rail administrative officers who focus on development of focal points but leave the boundary regions at the mercy of god. But here we are taking about politicians approach who focus only on the development of their intra state connectivity's succumbing to vote bank. Also, we should understand that there is limit of economic and operation viability up to which reorganization suggestions can be materialized on the ground.
Regarding NCR Jhansi div its difficult to bifurcate the bina - dholpur section as per state wise boundary as gwalior-morena -bhind -sheopuri belt is surrounded by UP on three sides. So some negotiation is required on the part of both zones/states.
